Scarlett Keeling case: Goa House adjourned twice over Fiona's allegations
The Goa legislative assembly was adjourned twice today in the wake of allegations made against state home minister Ravi Naik and his son Roy, by Fiona Mackeown, mother of slain British teenager Scarlett Keeling.
Leader of the opposition Manohar Parrikar today moved an adjournment motion over Fiona's statement before Goa Children's Court (GCC) that Roy along with four others used to give drugs to her daughter Scarlett.

CBI counsel remains absent as Scarlett Keeling death case trial begins
Even as the Goa court is grappling with the issue of missing pages of Scarlett's diary, public prosecutor representing the CBI in the death trial did not appear in the court today when case came for the hearing.
The CBI was supposed to file a reply in connection with the contentions by the two accused that a few pages from Scarlett's diary were missing.
CBI counsel SR Rivonkar was not present in the court this afternoon forcing the court to adjourn the hearing for next date on September 17, 2010.

UK court orders Fiona to repay fraud money within 6 months
LONDON: Fiona MacKeown, mother of British teenager Scarlett Keeling whose body was found on Anjuna beach in February 2008, has been ordered to pay nearly 15,000 pounds as part of a case of benefits fraud filed against her by the British government.
MacKeown, 44, falsely claimed income support from the British government between February 2005 and March 2008.
Although given a jail sentence of two years, the same was suspended and MacKeown was ordered to carry out 150 hours of unpaid community work, reports from Devon said.
The Exeter Crown Court ordered MacKeown to repay 14,650 pounds to the Department for Work and Pensions, after an investigation showed this was the value of assets she had available.
Prosecutor John Dyer said an investigation into her assets showed that they could be used to help repay the fraud.
MacKeown must repay the amount within six months.

Lawyer Jos Peter D''souza, representing accused Placido Carvalho, told Goa Children''s Court President P V Sawaikar that he wants to study the order, which rejected his claim that pages from the diary were missing.
Scarlett''s diary has been added as an important evidence in the sensational case.
The British teenager''s bruised corpse was found at the shore of Anjuna beach on February 18, 2008.
Two locals were arrested and chargesheeted for sexually assaulting the minor and leaving her to die at the shore after administering drugs to her.
D''souza said he wants to challenge the court order rejecting his application only after studying the grounds on which it was dismissed.
When the trial resumes on October 17, Murli Sagar, a witness, will be cross-examined by a defence lawyer.
Mumbai-born Sagar was working in the shack adjacent to the place where Scarlett''s body was found. He is amongst the few who allegedly interacted with Scarlett little before her death.

Prosector in Scarlett Keeling death case quits
The prosecutor in the case of two men accused of raping and killing British teenager Scarlett Keeling has resigned.
The body of the 15-year-old, from Bideford, Devon, was found three years ago on Anjuna beach in Goa, India.
Samson D'Souza, 30, and Placido Carvalho, 42, have denied sexual assault, outraging modesty and destroying evidence.
A new prosecutor has been assigned, but he has asked for time to consider whether or not to take the case.
The trial, which is being held at the Indian Children's Court in Goa, has been running for 11 months.
Vikram Varma, the lawyer representing Scarlett's mother Fiona MacKeown, said S R Rivonkar's decision to quit was a "setback" which had dampened his hopes of a successful prosecution.
Mr Rivonkar was chosen as prosecuting counsel by India's Central Bureau of Investigation.
When Scarlett's body was found in February 2008, police in Goa initially said her death had been an accidental drowning.
However a second post-mortem examination, held at the insistence of Ms MacKeown, found she had been raped and killed.
Ms MacKeown, who is still waiting to bury her daughter, told BBC News she had no specific plans to mark the third anniversary of her daughter's death on Friday.

Scarlett''s body lying in UK mortuary for 3yrs, CBI nod awaited
Mumbai, Feb 13 (PTI) Three years after the mysteriousdeath of Scarlett Keeling on a Goa beach, the body of theBritish teenager is still lying in a mortuary in the UK as herfamily awaits a CBI nod for her last rites.
Scarlett''s battered, semi-nude corpse was found onGoa''s Anjuna beach on February 18, 2008. The body was flown toUK in March that year. A charge sheet has been filed againsttwo locals -- Placido Carvalho and Samson D''Souza-- who havebeen out on bail, while the case drags on.
"According to procedure, in cases where foul play issuspected or in unnatural death, the authority to release thebody lies with the investigating agency. The agency would haveto issue a no objection certificate to the mortuary statingthe body could be handed over to the family," advocate VikramVerma, representing the victim''s family, told PTI.
The trial in the case began in April last year andstatements of over 12 witnesses, including Scarlett''s motherFiona Mackeown, have been recorded by the children''s court,the designated authority in Goa to try crimes related tominors.
In all, 72 witnesses are to be examined in the case.
Scarlett Keeling, 15, was sexually assaulted and left to dieat Anjuna beach Feb 18, 2008, allegedly by two beach shackworkers. The police had initially dismissed the case as deathdue to drowning but after her mother alleged foul play, thecase was transferred to the CBI.
The body of Scarlett has been since lying in DevonCounty mortuary with the Coroner''s office in the UK. In suchcases, the victim''s family has no right to seek release of thebody and the onus lies on the prosecution to issue ano-objection certificate which has not been done in the caseso far.
The CBI is unwilling to come on record on the matter.
It has been a long wait for the victim''s familyespecially the mother. Sources close to the family claimedthat the CBI team was requested informally to release the bodybut "no one was willing to take a decision".
"Many postmortems have been conducted but theinvestigating agency is still unable to take a stand whetherthey want to keep the body or not," the sources alleged.
The trial was also dragging as the special prosecutorhas recused himself from the case and the CBI was now sendinganother lawyer to Goa to represent the state in the fast trackcourt.
A toxicology report had initially revealed Scarletthad consumed a cocktail of drugs, including cocaine, andalcohol. However, a second post-mortem examination showed thatthe teenager had in fact been raped, had 50 abrasions on herbody and was killed when her head was forcibly held underwater for five to ten minutes.
The family aide feels that it has been a long wait forthem and expressed hope that the CBI would issue the NoC sothat the body could be laid to rest.

Mother of murdered teen asks for more time to repay benefits
The mother of murdered teenager Scarlett Keeling appeared in court today to beg for more time to pay back nearly £15,000 in fraudulently claimed benefits.
Fiona MacKeown, 47, dishonestly obtained child benefit payments even though her former partner Richard Keeling was handing over £350-a-month for three of her children – including Scarlett.
Scarlett, 15, was drugged, raped and murdered in Goa during a family holiday in 2008.
Mother-of-nine MacKeown was jailed for eight months, suspended for two years, after she admitted one charge of dishonestly obtaining money transfers at a hearing last April.
She was also ordered to carry out 150 hours of community work and repay the full amount cash.
MacKeown was due to pay the remaining £14,650.49p to the Department of Work and Pensions by February 27.
But she appeared at Exeter Crown Court today to plead for more time in repaying the cash, which she claimed she had to raise by selling a plot of land.
Judge Graham Cottle granted her an extension but warned she would face a 12 month sentence if she failed to repay the full amount by August 27.
