I don't get this! It could mean she'll be found working somewhere. I hope she is safe.

In mid July Melissa left home supported by Northamptonshire Social Services 'Out of Hours Referral Team' following a referral made by a Northampton Police Officer.
Melissa has had no contact with either parent since and has firmly stated she would not return to either parents or extended family.
On Friday February 15th 2008 Melissa Mac whilst in the immediate and direct care of Northamptonshire County Council social workers 'disappeared'.

IMO, the comment is clearly written:
(a) by somebody who knows the correct titles and terminology;
(b) with dated events;
(c) to indicate that Melissa was making her own decisions.
Let's see if Tamsin has any news on this case.
