When Sara Payne's two sons were ten minutes late returning home from a friend's house one day, they found their mother crying her eyes out.

It might seem an over-reaction but this is a woman who knows how it feels to lose a child.

Eight-year-old Sarah was abducted from a field after straying from her brothers and sister on the way back from a beach near their grandparents' house in Kingston Gorse, near Littlehampton.

Her parents' desperate TV appeals ended when her body was found 16 days later, on July 17, 2000, in a field 15 miles away.

When Sarah's parents discovered her killer was convicted paedophile Roy Whiting, who had previously abducted and assaulted another little girl, Sara began a controversial campaign, now known as Sarah's Law.

It aimed to change legislation to allow parents controlled access to information about individuals in their neighbourhood, including convicted child sex offenders.

"We are fed up with the threat of paedophiles having the protection of the law as they do at present. We demand that you allow the public the fundamental right to feel protected and safe. The government has a duty to afford this to us and are currently failing spectacularly in this by allowing Paedophiles to integrate freely and anonymously in our neighbourhoods. We can legally have ASBOS publicised and are made aware of petty criminals who may damage our cars and windows, but when it comes to protecting the most precious thing that we all have we are forced to live in ignorance and danger. GET YOUR ACT TOGETHER MR BLAIR/BROWN/REID .WE WANT SARAH'S LAW NOW. THIS WILL NOT GO AWAY."

Developing methods of disclosing information on child sex offenders was one of the issues considered in the Review of the Protection of Children from Child Sex Offenders which was published by the Government on 13th June 2007.

This Review contained two actions intended to improve and extend the use of controlled disclosure. However, we are not introducing the equivalent of Megan's Law in the US, which allows all members of the public automatic and uncontrolled access to details of registered sex offenders. We believe this would encourage offenders to go missing and therefore put children at greater risk.

We are introducing a new legal duty on the police, prison and probation services to consider, in every case, whether a child sex offender's convictions should be disclosed to any members of the public who need to know - for example to employers, girlfriends, friends or family members - to protect a child. This duty is included as a measure within the Criminal Justice and Immigration Bill currently going through Parliament.

We will also be piloting a new scheme under which parents will be able to register a child-protection interest in a named individual with whom they have a personal relationship and who has regular unsupervised access to their child. If that person has convictions for child sex offences and the child is at risk, there will be a presumption that the offences will be disclosed to the parent. The Home Secretary announced the areas in which this new process will be piloted on 17th February. These will be Cleveland, Cambridgeshire, Hampshire and Warwickshire. We are currently developing the precise details of how these pilots will work to ensure that they can be as effective as possible in protecting children, and plan to commence the new process within the coming months.

Murder of Sarah Payne

Sarah Evelyn Isobel Payne was murdered by Roy William Whiting. The subsequent investigation became a high profile murder case in the United Kingdom. Following his conviction, Whiting was imprisoned for life and is currently being held in the maximum security Wakefield prison, West Yorkshire.

Sarah's Law

Sarah's Law was a campaign spearheaded by the News of the World newspaper which began in July 2000 in response to the murder of Sarah Payne. Payne's parents backed up the campaign as they were sure that a child sex offender had been responsible for their daughter's death. Their belief was proved correct 17 months later when Roy Whiting was found guilty of killing Payne, and it was revealed that he already had a conviction for abducting and indecently assaulting an eight-year-old girl.

The aim of the campaign was for the government to allow controlled access to the Sex Offenders Register, so parents with young children could know if a child sex-offender was living in their area. Payne's mother has always insisted that such a law would have saved Payne's life.

Sarah Payne's murderer Roy Whiting has had his 50-year minimum jail term reduced by ten years.

The 51-year-old paedophile was not present to hear Mr Justice Simon, sitting at the High Court, announce his decision on the number of years he must spend behind bars before he can apply for parole.

Although it is disappointing that this paedophile has had his sentence reduced by 10 years, he will be way into his 80's before he is even allowed to apply for parole. God willing, this man will NEVER be released into society again!
