Amber Alert issued for missing infant
An Amber Alert has been issued as the Ludington Police Department searches for a missing child believed to be in extreme danger.
On Thursday Luding Police announced they are looking for potential witnesses who were seen launching a blue and white boat at the Hackert Lake/Crystal Lake public boat launch on Wednesday afternoon.
The U.S. Coast Guard and FBI have joined the search for a missing 4˝-month-old western Michigan girl.
Police say the child, named Katherine Shelbie-Elizabeth Phillips, was last seen in the 900 block of E. Tinkham in Ludington around 1:15 pm Wednesday. The child is described as four and a half months old, two feet tall weighing twelve pounds with blue eyes and no hair.
The child was last seen wearing pink shorts, and a matching pink tank top with black and pink flowers.
Ludington Police believe the child was abducted by 21-year-old Sean Michael Phillips. Police say they have found Phillips, but Katherine is still missing.
Police say they first responded to the mother's apartment on Wednesday afternoon for a civil disturbance call, but quickly realized that something more serious was underway as the mother said her daughter had been abducted by Sean Michael Phillips.
Phillips was arraigned Thursday on a single charge of kidnapping. He is due in court for a preliminary hearing on July 13th.
Police say they found Phillips late Wednesday afternoon at a home near Millerton Road and US-31, but Phillips would not say where the infant was, or if he knew where she was.

Just days earlier, April Lange was marveling at how well "Katerbugger" was rolling over, for a 4-month-old.
On Thursday, she sat at a police press conference, crying quietly as Mason County Prosecutor Paul Spaniola said the man accused of kidnapping her granddaughter wasn't giving any clues to the baby's whereabouts.
Katherine Shelbe-Elizabeth Phillips was kidnapped at about 1 p.m. Wednesday by Sean Michael Phillips, according to police. Phillips, 21, was arrested at his parents' home in Scottville a few hours later, but the baby wasn't with him. Police have searched the area around the Phillips' home and followed a tip at Crystal Lake, but have yet to find Kate.
Lange said her 19-year-old daughter, Ariel Courtland, and Phillips had had their disagreements, particularly after Courtland got pregnant with Kate. The two have a 3-year-old daughter together, she said, but Phillips' parents didn't approve of the relationship. Phillips has not been established as Kate's father in court.

Ludington Police said Saturday they have found articles of clothing that 4-month-old Katherine Shelbie-Elizabeth Phillips was wearing when she was abducted from her Ludington apartment Wednesday.
Police did not disclose during a Saturday news conference where the clothing was found, the Ludington Daily News reported.
The infant was last seen wearing a one-piece outfit — white with black polka dots, pink straps and black and pink flowers when she was abducted from the Ludington apartment where she lives with her mother, Ariel Courtland.
Police have been searching the area between Birch Lake Apartments, 922 E. Tinkham, where Courtland lived with her two daughters, and the Scottville home of Sean Michael Phillips, who Courtland says is the baby’s father.
Phillips was charged Thursday with kidnapping the infant. He was being held in the Mason County Jail, in lieu of $500,000 bond.
Law enforcement teams were searching the area of Mason County bounded by U.S. 31, Fountain Road, Amber Road and Dewey Road Friday. Phillips' parents' home, at 280 W. Millerton, Scottville, is within that area.
Courtland, who visited Phillips in jail, said he told her Friday that Katherine is alive.

A prayer vigil for baby Kate was held Saturday night at Ludington's Copeyon Park.

Blue Lake fire chief: Blood, footprint found near kidnapping suspect Sean Michael Phillips' parents' home
The Blue Lake Township Search and Rescue Team found blood on a tree and a footprint near the Scottville-area home where kidnapping suspect Sean Michael Phillips was arrested, according to the Blue Lake Township fire chief.
Blue Lake Fire Chief Larry Radtke said the rescue team had been called up Tuesday to assist Ludington police in searching a swath of woods about a half-mile long and 250 yards wide about six miles north of Scottville, near Phillips' parents home, 280 Millerton.
"They needed more resources yesterday," Radtke said Wednesday morning. "We were just searching for any evidence of the baby."
Phillips has been charged with kidnapping 4-month-old Katherine Shelbie-Elizabeth Phillips and is lodged at the Mason County Jail. He is not cooperating with the investigation, police said.
State police are analyzing the blood to determine if it is human and attempting to extract DNA, Radtke said.
"We have no idea whether it was the baby's blood or not," he said, adding that the sample would likely have to be analyzed at the state police crime lab in Lansing. "Depending on their case load, this could take weeks, but I imagine this is a high priority."
Evidence specialists also are comparing the footprint with the shoes Phillips was wearing when he was arrested, Radtke said.

Search continues for Baby Kate; Sean Michael Phillips remains silent
On Friday, the search continued for 4-month-old baby Katherine Shelbie-Elizabeth Phillips, who was abducted on June 29. Police have accused Sean Micheal Phillips of the kidnapping, however, he is not cooperating with authorities.
Volunteers joined the Ludington Police Department, the Mason County Sheriff's Office, Michigan State Police and the FBI to search for the infant girl.
Despite the exhaustive search, no new information was garnered about Baby Kate's whereabouts.

Reward Fund Established For Baby Kate; New Search Planned
Ludington police announced Monday that a reward fund has been established in the search for 4-month-old Katherine Shelbie-Elizabeth Phillips. They also called for volunteers to join a search for “Baby Kate” in the School Forest area starting at 3:30 pm Tuesday.
Katherine Phillips was last seen around 1:10 pm on June 29 when Sean Michael Phillips drove away from her mother Ariel Courtland’s Ludington home with her after an argument about paternity. Phillips is the father of Courtland’s older daughter and is believed to be Katherine’s father, according to Courtland’s mother April Lange, but a paternity test had not been done yet.
Phillips was arrested hours later at his parents’ house in Scottville, but Katherine was not with him and he has not told authorities what happened to her. Police did recover the clothes she was last seen wearing, but they have not revealed where they found them.

Nancy Grace brought attention to the case of Katherine Shelbie-Elizabeth Phillips who is also known as “Baby Kate" on her July 22, 2011 HLN program. The now five month old infant has been missing since June 29, 2011 after the man believed to be her biological father, Sean Michael Phillips, drove off with her in his vehicle, leaving Kate’s mother behind. The three were headed to a hospital where paternity testing awaited Kate and her mom, Ariel Courtland. Courtland, 19, says the goal was to prove that Sean Phillips, 21, was the Michigan infant’s birth father so that a court order could be placed forcing him to pay child support. Courtland has also told authorities that Phillips did not want his parents to know the couple had another child. Psychoanalyst Bethany Marshall spoke live on the Nancy Grace show and addressed some of the reasons Phillips may have had for the abduction. An Amber Alert was issued for Baby Kate and at this point, authorities will not say whether they believe Kate is alive or dead.
Taking issue with the claim that Phillips was motivated by his parents Bethany Marshall stated, “I don`t for one minute believe the reason this happened is that he didn`t want to tell his parents. I think he was just manipulating the mother of the baby.
“I think he had a desperate plan all along. He hoped he could give the baby up for adoption, but I don`t really think that was the plan. I think that there was desperation, a compulsion to commit homicide that was building up because he did not want to pay for child support for this baby for the rest of his life. And we know, a financial incentive.”
